Traditional economics assumed that people make decisions rationally, carefully weighing costs and benefits. Behavioral economists have challenged this assumption, showing that our choices are strongly influenced by how options are presented. One of the most influential ideas to emerge from this field is the nudge: a small change in the environment that steers people toward better decisions without restricting their freedom.

The classic example involves default options. When employees are automatically enrolled in a retirement savings plan and must actively choose to leave it, participation rates tend to be far higher than when they must actively choose to join. Nothing is forbidden and no one is forced, yet behavior changes dramatically, largely because people tend to stick with whatever option requires no action.

Governments around the world have set up teams to apply such insights, using simple measures like reminder letters, clearer forms, and carefully chosen defaults to increase tax payments, reduce energy use, and encourage healthier eating. Many of these interventions are inexpensive, which makes them attractive to policymakers with limited budgets.

Critics, however, raise two concerns. First, nudges can be manipulative: if the government decides what counts as a better choice, who ensures that its judgment is sound and its intentions benign? Second, the effects of many nudges turn out to be modest, and focusing on them may distract from deeper structural reforms. A reminder letter can encourage people to save, but it cannot solve the problem of wages that are too low to save from.
