In 1968, the ecologist Garrett Hardin published an influential essay describing what he called the tragedy of the commons. He asked readers to imagine a pasture open to all herders. Each herder gains the full benefit of adding another animal, while the cost of overgrazing is shared by everyone. Acting rationally, each herder keeps adding animals until the pasture is destroyed.

Hardin's argument was widely used to explain problems such as overfishing, air pollution, and the depletion of groundwater. His conclusion was stark: shared resources would inevitably be ruined unless they were either privatized or strictly controlled by governments.

The political scientist Elinor Ostrom challenged this pessimistic view. Studying fisheries, forests, and irrigation systems around the world, she found many communities that had managed shared resources successfully for generations without either privatization or heavy state control. What these communities had in common were clear boundaries, rules adapted to local conditions, monitoring by members themselves, and fair ways of resolving disputes. Her work earned her the Nobel Prize in economics in 2009, making her the first woman to receive it.

Ostrom's findings do not mean that the tragedy of the commons is a myth. Rather, they suggest that it is a risk, not a destiny. The challenge for problems such as climate change, which involve billions of people rather than a small village, is whether similar principles of trust, cooperation, and accountability can be scaled up to a global level.

Q1 In Hardin's example, why does each herder keep adding animals?

  1. The government orders them to do so.
  2. They want to destroy the pasture.
  3. They receive the full benefit while sharing the cost with others.
  4. They do not know how many animals they own.

3. They receive the full benefit while sharing the cost with others.

根拠:第1段落「Each herder gains the full benefit of adding another animal」

Q2 What solution did Hardin propose?

  1. Privatization or strict government control
  2. Letting communities make their own rules
  3. Increasing the number of animals
  4. Abandoning shared resources entirely

1. Privatization or strict government control

根拠:第2段落「unless they were either privatized or strictly controlled by governments」

Q3 Which of the following was NOT a common feature of the communities Ostrom studied?

  1. Clear boundaries
  2. Monitoring by members themselves
  3. Heavy control by the national government
  4. Fair ways of resolving disputes

3. Heavy control by the national government

根拠:第3段落「without either privatization or heavy state control」

Q4 What does the author suggest in the final paragraph?

  1. Hardin was completely wrong.
  2. Climate change can be solved easily by small villages.
  3. The tragedy of the commons can never be avoided.
  4. The key question is whether local principles can work on a global scale.

正解:4. The key question is whether local principles can work on a global scale.

根拠:第4段落「can be scaled up to a global level」
